Individuals without checking accounts represent a very large market that is in desperate need of a solution for paying their bills. This market is made up of individuals that, for whatever reason, do not maintain a bank checking account.

By the end of 2003, an estimated 24 billion payments will have been made to billers nationwide with approximately 1 billion having been paid with a money order. Many retail locations offer some type of alternative financial service to the un-banked customer. From check cashing and money orders to money transfer and pawn loans, these services support the customer and generate some revenue for the merchant.

In the past, a Merchant Agent would have had to purchase software to install on their computers or hardware such as a credit card type terminal and receipt printer to perform this service. Many bill payment entities still utilize these antiquated and non-efficient tools to perform these services.
