Transaction Management and Food Lion Announce Pilot of Walk-In Bill Payment Service

The “Pay All Bills Here” service will add an additional customer service component, which is geared to the un-banked population, within the Errand Centers of Food Lion and Bloom stores.

FORT WORTH, TX and SALISBURY, NC (PRWEB) May 27, 2004 -- Transaction Management, LLC (TMLLC) and Food Lion LLC (NYSE: DEG) today announced the launch of a pilot service that will allow grocery customers to pay their bills with cash at the newly created customer service counters and “Errand Centers” inside Food Lion and Bloom stores. The pilot of the service, called “Pay All Bills Here,” will begin during the late second quarter of 2004 and ultimately will involve at least 50 Food Lion and Bloom supermarket locations in the Charlotte, N.C. area.

"It has been estimated that more than 25 million wage earners in the United States operate without bank accounts. Obviously, traditional bill payment providers have focused on servicing banked customers, and have largely ignored the growing population of the un-banked. Our goal is to make bill payments easier – in a one-stop shop environment – for those households, who have, in the past, been forced to go one place to buy money orders, then another to mail them, and then hope that the payments get posted to their account in a timely manner,” said Larry Scudder, Chief Executive Officer of TMLLC. “We cut through the red tape to the billers, and as a result, save the customer time and effort in getting their bills paid."

The un-banked U.S. population represents a market in need of a solution. TMLLC offers the solution for this significant segment of the population via the web-based tool EmpaSys “Pay All Bills Here” (www.payallbillshere.com and www.empasys.com), an electronic bill payment solution from Vista Bank, Ralls, Texas, available to merchants worldwide. This platform enables a merchant to act as a payment agent, allowing their walk-in customers to pay any or all of their bills at the merchant's locations. EmpaSys facilitates the transfer of funds from a cash paying customer to a biller or creditor conveniently and securely using the Internet.

The “Pay All Bills Here” service currently allows electronic payments to more than 2500 billers nationwide, with new billers being added weekly. However, unlike similar services, billers can be paid even if they are not supported as an electronic biller.
